🤲 A Heartfelt Dua for My Beloved Father, Shaik Ahmed

Inna lillahi wa inna ilayhi raji'un. On 10 April 2026 , my beloved father, Shaik Ahmed , returned to his Creator. Some losses cannot be explained with words. A father leaves behind memories that remain in the heart long after he has left this world. Today, all I can do is raise my hands and ask Allah to surround my father with His mercy, forgiveness and نور. 🤲 Please make Dua for my father Ya Allah, forgive my beloved father, Shaik Ahmed, and have immense mercy upon him. Ya Allah, You created him, You gave him life, and to You he has returned. We have nothing but hope in Your mercy. Ya Allah, forgive his sins — the ones we know and the ones we do not know, the small and the great, the past and the forgotten. Ya Allah, overlook his shortcomings and accept his good deeds. Ya Allah, make his grave a garden from the gardens of Jannah . Fill it with light, peace, comfort and tranquility. Make his grave spacious and peaceful, and protect him from the punishment of the grave. Y...

Government Schemes for Minorities in India 2026–27: Complete State-Wise Guide to Scholarships, Jobs, Business Loans, Skills & Welfare

Government Schemes for Minorities in India 2026–27: Complete State-Wise Guide to Scholarships, Jobs, Business Loans, Skills & Welfare

Last verified: August 2026

If you belong to a minority community and your family is struggling financially, don't search only for a scholarship.

Government assistance can extend to:

  • Education
  • School dropouts
  • Skill training
  • Employment
  • Entrepreneurship
  • Small-business finance
  • Traditional artisans
  • Women entrepreneurs
  • Healthcare infrastructure
  • Hostels
  • Educational institutions
  • Community facilities
  • Government scholarships
  • State minority-welfare schemes
  • General schemes for economically weaker families

The Central Government currently recognises Muslims, Christians, Sikhs, Buddhists, Jains and Parsis/Zoroastrians as minority communities under the National Commission for Minorities Act, 1992.

Some States/UTs may also notify additional minority communities for their own purposes.

The Most Important Central Government Programmes

1. PM VIKAS — Pradhan Mantri Virasat Ka Samvardhan

This is one of the most important programmes for minority communities to investigate in 2026.

PM VIKAS integrates support around:

  • Skill development
  • Traditional arts and crafts
  • Modern job-oriented training
  • Entrepreneurship
  • Women’s leadership
  • Education for school dropouts
  • Livelihood
  • Market and credit linkages

The official scheme specifically aims to improve employability and livelihood opportunities for minorities.

Who can benefit?

The official eligibility page identifies the six nationally notified minority communities and says beneficiaries are preferably targeted from economically weaker sections, with different age requirements for different components.

For the skilling/training and education components, the preferred target age is 14–45.

For leadership and entrepreneurship, beneficiaries are 18–45.

Women

PM VIKAS gives significant attention to women.

At least:

  • 33% of traditional/non-traditional skilling targets are for women
  • 50% of education-component beneficiaries are women
  • The Women Leadership & Entrepreneurship component is exclusively for women

The scheme also provides for persons with disabilities.

Official portal

2. PM VIKAS Skill Training

Minority youth should not assume that government help means only scholarships.

PM VIKAS includes NSQF-aligned training and employment-linked skilling.

Training can cover areas such as:

  • Handicrafts
  • Tourism
  • Hospitality
  • Agriculture
  • Food processing
  • Handlooms
  • Other service and employment sectors

The programme also includes digital and financial literacy and other employability skills.

For eligible training components, the scheme targets employment/self-employment outcomes after training.

3. PM VIKAS for Traditional Artisans

If you are a minority artisan, don't overlook this programme.

PM VIKAS specifically supports traditional artisans through:

  • Skill development
  • Capacity building
  • Market-linkage workshops
  • Traditional-art preservation
  • Enterprise formation
  • Credit/loan linkages

This can be relevant to people working in:

  • Embroidery
  • Weaving
  • Carpentry
  • Metal work
  • Handicrafts
  • Textiles
  • Traditional crafts
  • Other recognised artisan activities

4. PM VIKAS Education Support

A young person who dropped out of school should not assume that education is finished.

The PM VIKAS education component provides bridge programmes for eligible minority and artisan-community school dropouts, including open-schooling pathways for Class 8, 10 and 12 certification through NIOS or approved institutions.

This is particularly valuable for young people who left school because of:

  • Poverty
  • Family responsibilities
  • Lack of access
  • Traditional occupation
  • Economic difficulties

5. PM VIKAS Women Leadership & Entrepreneurship

Minority women should look beyond conventional scholarships.

PM VIKAS includes:

  • Leadership development
  • Entrepreneurship training
  • Business mentoring
  • Enterprise creation
  • Market/credit linkages

The scheme specifically provides for women trained in leadership and entrepreneurship to be hand-held toward establishing enterprises and developing as business mentors.

6. PMJVK — Pradhan Mantri Jan Vikas Karyakram

PMJVK is different from an individual cash-benefit scheme.

It is primarily an area-development programme.

The Government uses it to address infrastructure and development gaps in identified areas.

Current PMJVK information says identified areas are based on minority population, socio-economic indicators and basic-amenity data.

Projects can involve:

  • Education
  • Healthcare
  • Skill development
  • Community infrastructure
  • Basic amenities
  • Facilities for women and girls

The current scheme says 80% of resources are to be used for education, health and skill-development projects, with at least 33–40% earmarked for assets/facilities for women and girls.

Important

You normally don't apply for PMJVK as an individual to receive cash.

It creates community infrastructure.

So if a minority-concentration area lacks a school, health facility, ITI or other eligible infrastructure, residents should raise the issue with the relevant State/UT authorities.

7. Minority Scholarships

Students should check the National Scholarship Portal and their State/UT scholarship system.

However, be careful with old articles.

Several older Ministry publications still describe historic minority scholarship programmes and old eligibility limits, while the live 2026–27 NSP currently shows which schemes are actually open.

The current NSP is open for Academic Year 2026–27 and says students may apply for one merit-based scholarship and one or more welfare-based scholarships, subject to each scheme's eligibility.

Therefore:

Don't tell students:

“Every minority student will automatically receive a minority scholarship.”

Instead tell them:

Check NSP + your State scholarship portal + your institution's scholarship office.

This is much safer and more useful.

8. Minority Students Should Also Check General Scholarships

A minority student may qualify for scholarships that are not minority-specific.

For example, eligibility may be based on:

  • Merit
  • Family income
  • Disability
  • SC/ST status where applicable
  • Course
  • State
  • Institution
  • Gender
  • Other welfare categories

So don't search only:

minority scholarship

Also search:

income-based scholarship

scholarship for poor students

disability scholarship

state scholarship

professional-course scholarship

9. Minority Entrepreneurs

If you're running a small business, don't assume you need a minority-specific loan.

Check:

  • Udyam Registration
  • PM VIKAS
  • PMEGP
  • MUDRA
  • Credit-guarantee schemes
  • State MSME schemes
  • Minority finance programmes
  • Skill development
  • Government procurement

PM VIKAS specifically includes entrepreneurship and credit/market linkages.

10. National Minorities Development & Finance Corporation

Minority entrepreneurs should also investigate NMDFC and its applicable financing programmes.

The important principle is:

Don't take a high-interest private loan before checking whether a concessional minority-development finance option is available.

Eligibility, loan amount, interest rate, beneficiary income limits and implementing channels depend on the applicable programme.

Check the current NMDFC information and your State Channelising Agency before applying.

11. Government Infrastructure in Minority-Concentration Areas

If your locality has a large minority population but lacks:

  • School facilities
  • Health facilities
  • Skill centres
  • Hostels
  • Community infrastructure

investigate whether the area falls within PMJVK's eligible/identified framework.

The current PMJVK programme is implemented through State/UT Governments and other authorised institutions rather than as an individual cash transfer.

If You Are a Poor Minority Student

Follow this order.

Step 1: Check NSP

The National Scholarship Portal is open for 2026–27.

Step 2: Check your State scholarship portal

Don't assume Central schemes are the only option.

Step 3: Ask your college/school

Many students miss scholarships because they never ask their institution's scholarship/nodal officer.

Step 4: Check income-based scholarships

Your minority status isn't necessarily your only eligibility route.

Step 5: Check disability/SC/ST/other applicable categories

If another eligibility category applies, investigate it separately.

If You Are a Minority Woman

Look specifically at:

  • PM VIKAS Women Leadership & Entrepreneurship
  • State women entrepreneurship programmes
  • Skill development
  • Education scholarships
  • Self-help groups
  • MSME programmes
  • MUDRA
  • PMEGP
  • Minority finance

PM VIKAS specifically reserves the Women Leadership & Entrepreneurship component for women.

If You Are a Minority Artisan

Your search should begin with:

PM VIKAS

Then investigate:

  • Traditional skill training
  • Market linkage
  • Enterprise creation
  • Credit
  • Udyam registration
  • Government procurement
  • State handicraft programmes
  • PM Vishwakarma where you independently meet its eligibility requirements

PM VIKAS specifically supports traditional minority artisans and promotes market and credit linkages.

If You Want to Start a Small Business

Check:

Central

  • PM VIKAS
  • MUDRA
  • PMEGP
  • Credit guarantee
  • Udyam
  • MSME programmes
  • NMDFC where eligible

State

  • Minority Welfare Department
  • Industries Department
  • District Industries Centre
  • State MSME incentives

Don't take a high-interest loan from an informal lender before checking these options.

If You Are a Minority School Dropout

Don't assume you have to remain without a qualification.

Check PM VIKAS Education Support.

The programme specifically provides bridge education for eligible minority/artisan-community dropouts through open schooling and certification routes including Classes 8, 10 and 12.

If Your Area Is Poor and Lacks Facilities

This is where PMJVK becomes important.

Instead of asking:

“Can I personally receive PMJVK money?”

ask:

“Is my area eligible for PMJVK infrastructure development?”

The scheme supports community infrastructure such as education, health and skill-development facilities in identified areas.

A local community can raise genuine infrastructure needs with the relevant State/UT authorities.

Documents to Keep Ready

Depending on the scheme, keep:

  • Aadhaar
  • PAN where applicable
  • Bank account
  • Aadhaar-linked bank account where required
  • Income certificate
  • Minority/community declaration or certificate where required
  • Domicile/residence proof
  • School/college certificate
  • Previous marksheets
  • Admission proof
  • Course details
  • Business documents
  • Udyam Registration where applicable
  • Skill certificates
  • Caste certificate where separately applicable
  • Disability certificate where applicable

For PM VIKAS, the official eligibility information specifically requires Aadhaar and an Aadhaar-linked bank account at registration, subject to the scheme's process.

Don't Pay Agents for Government Scholarships

Be extremely careful if someone says:

“Pay me and I'll get your minority scholarship.”

“Send me your OTP.”

“I can guarantee your government loan.”

“Pay me for PM VIKAS registration.”

Use official government portals.

Keep your:

  • OTP
  • UPI PIN
  • ATM PIN
  • Banking password

private.

One Important Correction for Older Articles

You will find many websites still listing old Ministry schemes as though every one is currently accepting fresh applications.

That can be misleading.

For example, older Ministry documents discuss schemes such as:

  • Pre-Matric Scholarship
  • Post-Matric Scholarship
  • Merit-cum-Means
  • Maulana Azad National Fellowship
  • Begum Hazrat Mahal scholarship

but programme structures have changed over time. The Ministry's own documents show that the Begum Hazrat Mahal scholarship was subsumed into the pre/post-matric scholarship structure from 2022–23, while the live NSP should be checked for what is actually open in the current academic year.

Therefore, for your blog, I strongly recommend writing:

“Check the live NSP and State portal for current application availability rather than relying on an old scholarship list.”

That makes the article much more trustworthy.

The Best Action Plan for a Minority Family

If you are a student:

NSP → State portal → Institution → PM VIKAS → Other income/category scholarships

If you are unemployed:

PM VIKAS → Skill training → Employment/self-employment → State programmes

If you are a woman:

PM VIKAS Women Leadership → Skill training → Entrepreneurship → State women/minority programmes

If you are an artisan:

PM VIKAS → Skill → Market linkage → Credit → Enterprise

If you run a small business:

Udyam → MSME schemes → PMEGP/MUDRA/credit support → NMDFC where eligible → State incentives

If your locality lacks facilities:

Check PMJVK eligibility → Approach State/UT authorities

Final Message to Minority Families

If your family is struggling, don't assume that minority welfare means only a scholarship.

There are different routes depending on your situation.

A student may need education assistance.

A school dropout may need bridge education.

An unemployed young person may need skill training.

An artisan may need market access and credit.

A woman may need entrepreneurship support.

A small business owner may need finance.

A poor locality may need schools, healthcare or skill infrastructure.

The current PM VIKAS framework is specifically designed around this broader approach—education, skills, employment, entrepreneurship and livelihood rather than treating every person as needing the same kind of assistance.

And remember:

Don't chase a scheme just because someone on social media says it gives free money.

First identify your need.

Then identify the government programme.

Then check the official eligibility.

Then apply through the official channel.

That is much more likely to genuinely help a family than a generic list of “government schemes.”

*This article is for information and navigation. Eligibility, funding, application windows and state-level programmes can change. Always verify the current notification and eligibility on the official government portal before applying.*
